Uber, Lyft drivers threaten strike over lockout from rideshare app that measures them without a passenger

Drivers say they’re regularly locked out of the rideshare apps for hours at a time, part of an effort by the apps to meet the city’s “utilization rate” — a measure of how often a driver is with a fare, versus logged into the app but without a passenger.
