The vicious attack of a 66-year-old man in the Butcher’s hill neighborhood is sparking outrage.
The robbery and attack were captured on nearby surveillance video and shows one of the suspects kicking the victim in the head, while he was already knocked out.
Baltimore police arrested a 15-year-old and an 18-year-old minutes after the attack.
The 15-year-old was taken to the juvenile detention center but released to his guardian a short time later.
The community and city leaders are speaking out about their frustrations with the Department of Juvenile Services.
Arch McKown lives in the neighborhood of the attack.
“I would like Secretary Schiraldi to step down. I would like for him to resign. I don’t think he’s fit for this role,” said McKown.
Last November, McKown ran to a woman’s aid as she was getting attacked by a 12- and 14-year-old, during a robbery.
Those juveniles were released to their guardian after being arrest.
Last week, they were only sentenced to probation.
Councilman Zeke Cohen sharing his frustration with the Department of Juvenile Services.
“It is unacceptable that they let that child out, so quickly. My message to the secretary and the entire operation within the department of juvenile services is, you have got to get it together,” said Cohen.
The 18-year-old is being charged for attempted murder, according to the State’s Attorney’s Office.
He was arrested in Baltimore County in July for stealing a vehicle.
