A dog mauling in New York City has prompted calls for changes to local laws.
The owner of Penny, a chihuahua mix that was attacked by two larger dogs on Saturday night, reported extensive bruising but no serious injuries.
Witnesses say the owner of the two larger dogs dragged a bystander by the hair during the attack and then walked away once it was over.
CBS New York reports that the same dogs killed a blind, elderly Shih Tzu in January, but police would not take the owner’s report.
A New York lawmaker is now pushing for new legislation to clarify law enforcement’s role in handling such incidents. Assemblywoman Linda Rosenthal is trying to change the state’s definition of pets from “property” to “sentient beings.”
