America’s flying ‘war room’ has been spotted taking off just 24 hours after a shocking meeting between the CIA and Russian officials in Moscow amid fears of World War III.
The US Air Force’s Boeing C-40B Clipper departed Washington DC Wednesday morning at 7.11am ET from Joint Base Andrews – a major military facility and the home base for Air Force One.
Often described as the military’s ‘war room’ or an ‘office in the sky,’ public flight-tracking websites have spotted the C-40B heading west over the center of the country, passing over Missouri and Kansas.
At around 10.30am ET, the plane landed at Peterson Space Force Base in Colorado Springs, Colorado.
Peterson is a critical hub for the defense of North America and for US space operations, providing headquarters or support for NORAD, US Space Command, US Northern Command and the Air Force Reserve’s 302nd Airlift Wing.
The C-40B’s main duty is to transport high-priority personnel, including Cabinet members, military commanders and other senior leaders to various locations.
It also provides secure, global communications capabilities for VIP passengers and special missions.
The secretive flight took off just a day after CIA director John Ratcliffe made a surprise trip to Moscow to meet with officials at the Kremlin.

It is believed the sudden and unannounced trip was meant to deliver a message directly to Vladimir Putin, warning the Russian president not to escalate the conflict in Ukraine by using nuclear weapons or by targeting the nation’s western allies – such as Poland.
In an emergency situation, the Air Force has said the C-40B’s advanced internet and communications systems allow battlefield commanders the ability to ‘conduct business anywhere around the world’ while over 34,000 feet in the air.
The $70million plane is one of just four C-40B Clippers the Air Force keeps in active service for this high-security role.
The Boeing 737 business jet was specially modified to provide military officials with high-speed internet, secure phone lines, video calling for meetings, satellite links, regular phones, fax and copy machines and computers.
Ongoing upgrades had made the satellite connections even faster and more secure for confidential video conferences.
Although the C-40B Clipper has been outfitted to serve as a command center for wartime leaders, it is not designed to be a so-called ‘doomsday plane’ that can survive a nuclear war.
Several actual ‘doomsday planes,’ also known as the Boeing E-6 Mercury, were spotted circling above the US on Tuesday, just hours after Ratcliffe’s meeting in Moscow.
Flight enthusiasts spotted at least five E-6s along the West Coast and in the central US.

These giant unmarked planes, constructed using the frames of the Boeing 707, are built to survive a nuclear war and coordinate America’s military response from the air if bases on the ground are destroyed.
Following the visit by Ratcliffe, the Kremlin hinted that it was not looking for peace with the West, warning ‘it is too early to say if the deep crisis in US-Russia relations can be overcome.’ They also boasted ‘Ukraine is definitely losing the war.’
The meeting came at a particularly fraught moment for NATO, as Russian drones have repeatedly tested the defenses of countries along the alliance’s eastern frontier.
Russian opposition politician Garry Kasparov has also warned that Putin could attempt a small incursion using drones.
‘I think the chances [are] that he’ll cross NATO borders – Estonia, Latvia, Lithuania, Poland, just a small incursion using drones,’ Kasparov said.
‘I think the chances are growing because Putin needs a winning narrative and Ukraine doesn’t offer it.’

Although Wednesday’s trip came amid growing fears of a military showdown between NATO and Russia, flights of the C-40B can also involve completely harmless and non-combat missions.
Such departures from Washington can involve routine repositioning, such as ferrying the aircraft to a western base for maintenance, staff transport or to make a future pickup.
The Clipper fleet can also be used to support travel for congressional or Department of War personnel, or carry out other non-public operations for the Air Force.
